Santa Rosa is a First Class City in Laguna Province. In 1994 it was dubbed "The Investment Capital of South Luzon".
Its location just 38 kilometers south of Manila via the South Luzon Expressway virtually made it a suburb of Metro Manila, but such has been its growth that new developments are now declaring their location to be in Metro Santa Rosa.
A city is its people, and in 2005 the population of Santa Rosa overtook that of San Pablo to become the fourth largest city in Laguna after Calamba, San Pedro and Biñan.
Progress really began to take off when the government established Special Economic Zones offering tax incentives to foreign companies investing in the Philippines.
Ford, Toyota, Nissan, Honda and Mitsubishi all now have manufacturing plants in Santa Rosa, and Coca-Cola has its largest Philippine bottling plant here.
There are already four shopping malls in Santa Rosa: SM, Santa Rosa Market (formerly Robinsons), Walter Mart and Target Mall, with more on the way as enormous new developments are completed.
One of them, Eton City, is described as "The Makati of the South". Another, Paseo de Santa Rosa, is a pleasant shopping and dining complex that's equally reminiscent of Makati.
Santa Rosa is also home to the biggest tourist attraction in the Philippines: Enchanted Kingdom. This exciting theme park delights thousands of visitors - adults and children alike - every month of the year.
Republic Act No. 9264, which was ratified by the citizens on July 10, 2004, officially upgraded Santa Rosa from a town to a city, and its growth continues at a truly amazing pace.
But these things don't happen by themselves. Behind every step of improvement and progress is the daily hard work of people who - unlike the corrupt and destructive Vice Mayor Alipon - have devoted their lives to public service in the interests of Santa Rosa Laguna.

He sent gunmen and installed big steel security gates to keep us out, demolished our workers' barracks and forced our expanding Philippine furniture business out of Laguna, thereby destroying the livelihood of 32 Filipinos whose jobs we had created in Santa Rosa City. All of this was after we had so generously supported him as Barangay Captain with free crafting, construction and manning of 4 giants to celebrate the Chair Of St. Peter, donated more than 1.1 million pesos in cash to his Vice Mayoral election campaign, and provided him with free use of factory space, materials and labor, free loan of brand new computer, printer/scanner/copier, Nikon digital camera with 1Gb memory card, professional tripod, and two 1HP air conditioners for his campaign office, plus personal gift of the most expensive Nokia cell phone for him to co-ordinate his campaign management. Is this what all decent honest Filipinos mean by "Utang na loob?" If so, all foreign investors should take their money out of the Philippines and never return. I know for certain it is not so. Decent honest Filipinos are truly decent and honest. But foreign investors need to find them. Manuel Manoy Alipon represents the most un-Christian and most evil side of corruption at local level. He is an advertisement against investing in Santa Rosa. Voters need to be informed that the City Vice Mayor leads a gang of armed robbers who rob foreign investors and drive them out of Laguna to invest and create jobs in other places."
